I have been losing weight but my face is still fat?

Muscle weighs more than fat, and working out will slim you down then build you up slowly in muscle. Don't worry about it just keep working out. You may want to eat more calories especially since you are working out (2000 calories) you lose a lot just walking around during the day, working out can burn a lot, but if you have none to burn not a lot happens to the body.
