How many small lizards can fit in a 10 gallon tank?

Honestly 2 would be the limit. A lot of people are anal about it but as long as they get along and they have their own territory they will be fine. Just make sure to upgrade the tank when they get bigger because then there will be no territory and they will fights, I've had this happen to me.
