Horticulture; What does it mean by: the plants are still "dormant"?

"Dormant" means the plant is still "asleep" and not growing yet--no new leaves or shoots. It will look dry and brown, almost dead, although a nick with a knife will reveal the green underlayer that tells you it's still alive.
