Can anyone get a CD4 T-cell count done? How much does it cost, how long until the results get in and where?

can I get it done? Also, if a person had a normal CD4 t cell numbers before they contracted HIV, and they had HIV unknowingly (no symptoms) for at least 6 to 7 months. Would they have below normal CD t cells, or at least less than when before they had hiv when it was normal? I would assume a virus needs to replicate constantly and I read hiv doesn't just lie dormant and do nothing ever, so it stands to reason t cells are dying off.
