THEY ARE ALL WRONG!! it in fact does remain dormant, the hiv virus is a retrovirus, in which it can bind to receptor sites on a human cell unlike other viruses. ok there are TWO TYPES of life cycles of viruses, there are Temperate viruses with lysogenic life cycles and there are Virulent viruses with lytic life cycles. Temperate viruses do become DORMANT by integrating itself into the human cells DNA, which it is called a prophage, however it maybe stay dormant for years but in the end alothough these viruses have lysogenic (remains dormant for a period of time) life cyles they all lyse (burst) the cells they are dormant in. thats why there are medicines that keep your T-cell count up because the virus is lysing all of them. it slows the process down
